Rouba Mansour Fares is the Institutional Capacity Development Specialist at QITABI2 a USAID funded Program, World Learning Lebanon. Her main responsibility is System Strengthening by conducting Human and Institutional Capacity Development (HICD) for the Ministry of Education and Higher Education (MEHE) and for the Center for Educational Research and Development (CERD) in addition to Implementing the Performance Improvement Action Plan's recommendations.
Rouba holds a teaching diploma in Social Service from USJ, Lebanon and pursued her Postgraduate Studies (DESS) in Public Health at Lebanese University where she worked as a lecturer for several years. She was also a lecturer at USEK University for "Administration of Education" as well as at the CEP/LAU (Lebanese American University) for Lebanese and Regional CSOs.
Over the past 16 Years, she provided training to more than 600 organizations in Lebanon and MENA region. The targeted Organizations are: Public and Private Schools, Vocational Institutes, Universities, Youth Led Organizations, Political Parties, NGOs, CSOs, Corporate Sector, Union of Municipalities, Syndicates, Chambers of Commerce and Agriculture, Ministries and UN Agencies.
Rouba participated in several projects targeting Lebanon, MENA region and Mediterranean countries on topics related to Education, Social Dialogue, Employment, etc. The projects were implemented with governmental and international institutions (Ministry of Labor, Ministry of Education and Higher Education, And Ministry of Interior and Municipalities in Lebanon, Ministry of Commerce, and Industry in Jordan, IREX, Global Fund for Children, Relief International, MEPI-LAA, MENAHRA, France Volontaire, GIZ, GOPA Worldwide Consultants, UN-Habitat, Lebanese Renaissance Foundation, Youth Forum, AFEMENA, etc.).
